96 Ford Taurus, fuel pump stays on at 38 lbs, whizz in tank continues and car will not start?

Question:
Usually works good at first start, this happens after it gets warmed up and you have shut it down. Later when all cools down, it will start again. When it does do right, the fuel pressure drops to about 30 when pump does that brief start thing. If it whizzes on, it will not start.

check the constant control relay module, its a wallet sized black box with about 50 wires to it located next to the battery. try tapping on it when the car acts up.

Could be the pressure regulator sticking on you. have that checked. The other thing could be the pump relay locking up on you. Pressure for that car should be around 30 - 60 PSI. if the regulator thinks there is more pressur in the fuel rail it will shut the flow off. after a while as it drains back it opens up. It's there to detect leaks and prevent a fire if the line breaks.

Fuel line above fuel pump in the tank could be cracked and leaking disallowing proper fuel pressure.Change the fuel pump relay as it is sticking in the on possition.
