Possibly the master cylinder is bad, or the pedal assembly is sticking, they are two seperate parts that are only connected by a adjustable rod that pushes the master cylinder, the rod is not bolted to the master it just presses against it. get down there and push the peddle with your hand and then pull it back. at this point if it is stiff it is most likely the pedal assembly. if not push it forward again and look for play, if there is you need to adjust the rod that pushes the master cylinder. there is a nut to loosen and then you can turn the rod to lengthen it until it touches the master with the pedal all the way back, then tighten the nut. at this point try the pedal again. If it doesnt return back all the way and your sure the peddle moves freely, you have a bad master cylinder. You can email me with any other questions. This could be a couple of problems. The pedal could be sticking. Spray some WD-40 on the base of the pedals.The master cylinder could be sticking which might require it to be replaced.
Do not use the bolt to adjust the length rod, it is set at the factory. The pedal assembly has slots in it. Loosen the pedal assembly and slide it in or out to adjust your pushrod.

As a seasoned vw nut and enthusiest iam almost 100% sure that your whole peddle assembly needs to be taken out and dissassmbled cleaned and regreased. Your in luck cause they were designed to be serviced that way. yours even have a grese sert on the end of it. Try wire wheeling the whole thing completly clean and re assembling it back together with some moly lube or grease, repaint it black and you got a renewed and lubed peddle assembly. i hope this helps and have fun.How much is it to change locks on a 1999 Honda Accord?
i have the same problem with my 1968. it can collect some rocks between the shafts and wd 40 just doesnt cut it. it had nothing to do with my master cylinder because i replaced it with a brand new one. my fathers ghia did the same thing then it broke he replaced the whole unit and it works like a charm!More Questions & Answers ...
