To remove the cruise control buttons (if that's your question), requires removal of the air bag assembly from the steering wheel first (4 10mm nuts behind the steering wheel and electrical connector). I wouldn't recommend doing this though, the air bag may deploy spontaneously. Once the air bag is removed, removal of the cruise control buttons should be self-evident.

If the question is WHAT the cruise control ON/OFF button is for, it activates or de-activates the cruise control. The SET/ACCEL button is the one you depress after you activate the cruise control to set the desired speed to maintain.
