i have a 1980 plymouth volare and the heater blows but does not get hot.How do I fix?

well, on most intakes there is water jackets (holes with threads in them) for something to screw into, Like a sensor or a nipple for a hose to connect to.
Is there something missing?? Is the heater core connected? (does it have heat?) Some people loop the heater core because it leaks.
I would assume that there was some sort of temperature sensor that used to be there or the sensor for the electric fan.
I am not there to see its exact location so I cant really give you a definite answer. If I was you I would take it in to a mechanic soon. You should not have this leaking.Especially if its a sensor for the temperature level.
