Does the Back Sunshade on a 1998 Subaru limited outback wagon open manually?

Question:
I have a 1998 subaru outback limited wagon and the back sunroof and sunshade open togeather, however when the sunroof is closed I cant open the sunshade. Is this normal? If not can you fix it?

How to resolve manifold cracking problem in Jeep Wrangler?

it should be able to open with glass closed.It can be fixed,but sometimes recquires a new shade or sunroof track.Very expensive repair.
