Occasionally hearing sound coming from my car front wheels even on full stop, is it the power steering?

If it's doing it while stopped then it's not the wheels. It could be a heat shield, next time it does it slip it into neutral or rev it a little and see if it goes away. You can also open hood and listen for where it's coming from, do it in drive if automatic with parking brake on and wheels blocked.
