I own a 1999 wrangler and the leaking came from the cowling gasket under the windshield that runs across the dash board. It costs $40.00 for the new gasket and your labor of love to replace it, and I also did my door gaskets. Over time the sun and windshield washing fluid destroys the gasket cracking it.Another thing I did is that under the hood along the firewall on the passenger side is a drain plug that comes from the firewall, I used a section of hose and a pvc 90 elbow to keep water from the rain or puddles from coming inside my jeep. Good luck......it will work if you do these things.
Here is an easy test..... have someone spray your vehicle with a garden hose, you sit inside and see where the water comes in at. Or you could go through a car wash.
