I own a shop, and have done a couple of these cars before. Yes you do have to drop the tank. Use a hand pump to get all the gas out of it before you drop it, and it won't be so hard to handle. The pump comes out the top where the sending unit goes. You have to knock the ring around to align up with the slots where it will come out. Drop it down enough to get to the lines, and the wires, take them off, and drop it on out. That is a job.
