Go to your local Volvo dealership and request seatbelt extenders. I have a 1999 s70 glt and also had this problem. I went to the dealership about it and they gave us the extenders free of charge. Check to see if there is any recall information on the web regarding this issue for your year and model BEFORE you go to the dealership so you don't get charged for them if they should be given to you for free.
