How do you disable all the outside lights, temporally, on a 2005 Saab 9-3?

Question:
I don't want to disable the Daytime Running Lights all-together. Just when I'm stopped, or in "PARK".

1991 Taurus stalls sometimes when i stop at red lights, stop signs, etc?

Well, I think I'd pull the fuse and disable them (says which in the manual -- I think mine is # 35) and turn the headlights on and off when I wanted. Those DRLs are HOT and they eventually fry the plastic connectors (mine is a 2000 and it happened). This would get you lights when you want them, which is I think what you want? Same bulb BTW.

Can 18 in. rims fit on an 1987 honda accord?

Most cars with DRL (Daytime Running Lights) you can overide the system if you start it with the parking brake on.

Black super vw bug?

Sorry but you have only two options with your 9-3. No DLR or active DLR. It requires a diagnostic computer to make any changes, so either the dealer or a properly equipped independent shop will be needed. Most of my customers prefer to have the DLR disabled just due to bulb cost and inherent wiring issues. Good Luck
