I believe it's on the drivers side inner frame rail forward of the gas tank. You'll need a 10mm , 8mm (or 5/16"), & 1/4" sockets, & possibly some line wrenches as well as a small adjustable wrench to revove & replace the filter. hi heather, actually its not on the framerail it is located in the front of the engine between the power steering pump and the engine block right behind the power steering bracket. its a little tricky to see it especially if its oily and dirty, but if you look carefully you can find it. its a little difficult to access though unless you have the hands of an elf, but with a little bit of patience you can get it out of there. i have changed these types at least 100 times as a mechanic.hope this helps. good luck.Anyone out there who owns a Toyota Rav4, is the horn unusually sensitive??
