I bought a dodge caravan in 99 and it was one of the best cars I ever had. After 140,000 miles, my entire service bill was $350 (excluding oil, tires). Now, I bought a new van. It's rusting, lost its power steering fluid, gets barely 20 miles/gallon and a couple more issues at 15,000 miles. Chrysler has nothing but excuses. Any ideas to cook them a little and get repairs done for free? I am not happy.

If it is new and has only 15K, then all repairs should be done for free under the warranty. If you really aren't happy, sell the minivan and buy something else, because chances are you will only have more problems.
