My Civic has what looks like a plate where a license plate would go but there are no holes in it and it seems like I couldn't get my hand behind it even if I drilled holes to secure a screw in the back.
Can anyone tell me how you would attach a front license plate.

get a really strong adheasive and glue the dang thing on ! The cops are just looking for any reason to stop you anymore. LOLseriously you can get a ticket for not having one on the car.
Honda makes a front plate holder or you can drill self tapping screws into the bumper if your not worried about putting holes in the bumper.

Stop by your local Honda dealer. Most will offer and install the holder for under $30. If your state requires a front plate, they will install it for free.You are probably right. There is a space for where the plate is suppose to go but some of the newer cars have stopped putting them on the front. There is probably a kit you could buy from you local honda dealer or maybe even auto store.
