Yes you can turbo charge it... you are looking at a minimum of about $4,000 for a decent one. And unless you want to blow your engine, I would suggest some additional work to that as well.

Exhaust, I would recommend a GReddy or a Borla (both good sounds and not too expensive) and they will run you about $400. Installation I'm not sure as I've always done my own...

Body kit, you can get a full kit for about $400, but where they really get you is on the install. Be aware that although you buy a kit "made for your model" vehicle, they will probably still have to "tweek it" to get it to fit on there properly. Very rarely will it just fit on there perfectly. It will also be cheaper to just have the kit bolted-ont; I personally had all the pieces molded onto my last car so it had that seamless look and it is not cheap. Additionally, if you damage the kit at all, it will most likely break that seam, so you will have the damage wherever, lets say on the bottom, and then a nice crack in the molding as well. Lets just say it looks bad.

Also, you didn't ask for this, but since you are asking about a turbo, you will also want an intercooler... a good one from Apexi will cost you another $400. Then since you are upgrading the exhaust, you should upgrade your intake (otherwise you are losing power)... AEM cold air intake, probably around $300.

Bboy Inthemaking, You obviously know a lot about DSM's considering that the 1991 engine is a 6 bolt. 6 bolts do NOT crankwalk, i believe it was the 1993 or 94's and on that had 7 bolts and his is a 91. Also its a GS so crankwalk is completely out of the question, .000000001% it will happen.
Turbo-
Go with the GST or GSX it will be cheaper. If you get in to the upper years though just like DSM expert up there said crankwalk it a possibility.
Exhaust-
Anything really, catback will be sufficient unless you want to go all out with a down pipe, high flow cat or test pipe, then the muffler.
Body kit-
My opinion, body kits dont look good in 1G's.
