usually the metal case units that is confused with being fuses, are for power windows. they are actually circut breakers, that reset them selves when they cool down.
some times even those breakers do go bad

May be the window switch module on the drivers door. I would first open the drivers door with the ignition on. While holding the window switch down, wiggle the wire harness (boot) between the door and the jamb. If there is a broken wire there, usually the windows will start to move.
