My 1997 chevy lumina wont start unless i...?

Question:
I got a new battery and a alternator but my car still wont start unless i give it a boost with jumper cables, or sometimes i take a cup of gas, disconnect the vacum hose that goes to the fuel pressure regulator and sit the end of the vacum hose in the gas and it sucks the gas out the cup and my car starts right up. after it starts it runs just fine. but it wont start unless i either jump it or use the cup of gas, what could be the problem?

it sounds like the fuel pump isnt working properly i had a problem like that and it turned out to be the pump u may want to check the presure first then change the filter if that doesnt work then its the pump
