I have a 1995 Mitsubishi eclips GST(turbo) i want to put a louder blow out valve in but I don't know if it already has one. If it doesn't do you have any suggestions on what to get and is it easy to install? and a rough estimate of cost would help.

You can put a loud one on there such as a Greddy type S or a Blitz. You can go onto youtube and find videos of people comparing bovs so you can find one you like.
The stock 2G bov (actually a cbv, compressor bypass valve) is known to leak like a crazy... it's a little plastic piece of junk.
So it's good you want to upgrade that.
A cbv releases pressure into the intake system. A bov releases the pressure into the atomsphere. Which gives you that nice "Psshhh" sound.
They usually cost around $200.

Your blowoff valve is in the air intake system, between the turbo and the throttle body. If you replace it make sure it is settup for the proper pressure or you may experience undesireable performance.
Yes it has one, and you can make the stock one louder by getting a VPC or equivilant. You can vent it to the atmosphere then, but to try and do it with the stock MAFS you will have running problems.
