But, when it's the question of using the AC, they are reluctant as it is a luxury because of cost of petrol & also in order to maintain better gas mileage, otherwise it sucks fuel and the fear of engine life is there. So, it is used only when one can't bear the heat anymore.

I own a shop, and I can tell you this; It is becoming a world wide problem. Cost of fuel is going through the roof in all countries. What is required is; when the price of fuel gets to where no one can afford it, then AC may become a thing of the past in all countries. People who live in hot countries are accustomed to the heat anyway, and for them to not use the AC can be pretty normal. If the cost of petrol continues to rise at the pace it has in the past couple of years, then it will require nothing, as the problem will take care of itself.
