But, when it's the question of using it, they are reluctant as it is a luxury because of cost of petrol & also in order to maintain better gas mileage, otherwise it sucks fuel and the fear of engine life is there. So, it is used only when one can't bear the heat anymore.

Air conditioning in vehicles has improved vastly over the years. A rule of thumb is that A/C requires 1 hp per ton of cooling capacity. (I ton = 12000 BTU).
It has absolutely no effect on engine life as the compressor is a motor itself powered by a belt running off the harmonic balancer much like your alternator and power steering pump does.
My advice, use your a/c and drive comfortably. Besides, lack of use will cause your seals to dry out and a dry seal usually cracks and lets your refrigerant escape. A recharge can cost a whole lot more than any additional fuel consumption.

I own a shop, and can relate to what you are talking about. The problem is; I really don't know what it is you are talking about. What limits? There are no limits when it comes to using, or not using your AC. What is required for what limits? As far as I know, there are no regulations anywhere in the world that limits the use of your AC. In your country people may purchase AC cars as a status symbol, but in most all countries (with the exception of cold countries that needs no AC) people buy AC equipped vehicles for those days when they cannot tolerate the heat any longer. I haven't seen any country put a limit on when, or how much one can use the AC. As far as engine life goes, the AC unit doesn't pull any extra power unless it it put to use, so where is the fear factor? I do wish you would explain what, and where these limits exists in the world. If you are saying there should be limits, and what would it take to make everyone comply to these limits, then you might make some sense. I don't think anyone in the world buys an AC as a status symbol, but do buy them out of necessity.Glad to help out, Good luck!
