Are the fans behind the radiator suppose to spin all the time?

Question:
Just wondering something, I stopped to get gas tonight and I decided to open the hood. I noticed that the 2 fans behind the radiator were not spinning, but if I turn on the A/C, the spin.

Mitsubishi evolution i need specs?

Is this normal? I have a '89 Camry Automatic.

Your car is OK. They are turned on when needed for lowering the temperature of the coolant. When the A/C is turned on they are immediately activated because the large amount of heat that is generated in your A/C condenser when it is running. If the A/C is off, the fans only turn on when the coolant temperature reaches a preset level.
