The problem basically boils down to improper gearing. With proper gearing you hould have lost maybe 1-2 MPG total from the larger tires, and thats worse case.My stock '94 Honda Civic does not have a Fuel light.?
With proper gearing 15-17 MPG isn't out of the question even on 35" tires.

Couple things though, did you replace the transfer case gear to correct your speedometer? If you didn't your speedometer and odometer are off with the larger tires, and you mileage may not be as bad as you think it is. To find out what speedo gear you need follow this link:

I'm guessing with that kind of mileage you probably have 3.07s. (I got 6-8 MPG, with 3.07s and 33s, then I regeared and it jumped back up to 15-17 MPG).

Also keep in mind, on a Jeep a lower RPM doesn't equate to better gas mileage, in nearly the opposite. To get good gas mileage in a Jeep, you need to be in the power band, which is roughly 2000 RPM + or - 200 RPM or so. So if you are trying to cruise at 1300 RPM in 5th gear, go back down to 4th gear, the motor will get better gas mileage at 1900 RPM in this case. I know it sounds backwards, but its true, don't believe me, try it!

Sell it!You should be getting alot more than 9. The bigger tires should increase your mileage. You can add a cold air intake to it which will give you a power boost and about 15% more mileage.

Take off the lift kit, and 32" tires, put on the original size equipment, and it will fix the problem. Seriously did you expect to get better mileage with a lift kit and oversized tires?Does a transmission mount has a bracket attach to it.?
I own 2 jeeps, and 1 has a lift kit and oversized tires which I use for offroad use and drive it to work occasionally, and get about the same mileage as you get, but I don't worry about the gas mileage because if I did I wouldn't have lifted, and modified my truck.
