Xantia TD 'R' reg 1998 crazy rev counter, car 'dragging'?

Question:
Rev counter idling at 2500 revs, needle sporadic, at 60mph the needles almost in the red, then drops to 3500, then back up to the red. Engine sounds fine but it stutters and holds back, at the point I feel the turbo should kick in, then it goes again, then holds back etc etc. Some days the rev counter works perfectly, the next day CRAZY. The last two days it has been completely crazy and I need to know what the problem is and is it likely to just give up suddenly, or is there a simple remedy. Appreciate some help

could be somthing simple like your fuel filter or intake air sensor. you may possibly need a new turbo. is it the facelift model? is it an automatic?
