You have a vacuum leak. The shut valve is operated by the vacuum pump at the front of the motor, and a bleed valve attached to your ignition switch. The way to trace this is to locate the pump (it's round, and on the left side of the timing cover). There will probably be two hoses coming out of it: one is a large black plastic hose going to the brake booster. The other is a small hose, which will branch off and go various places. It's probably one of these small hoses that is the problem. the way to check is to trace the hose to the first T or three way fitting. Remove one hose from the fitting, and hold your thumb over the fitting to seal it. Then have someone shut the car off. If the car stops, the leak is somewhere along the disconnected branch, Just keep following the lines until you locate it.Where is the fuse box located in a 2005 chrysler town and country?
Another approach is to replace all the rubber vacuum connectors in the engine compartment. There are probably a couple of dozen of these, they cost about $1 apiece at the mercedes dealer. If one has become leaky, they all will in short order.

That car may have several vacuum leaks: door locks, vacuum reservoir in the trunk area, the junction on top of the valve cover, and yes the vacuum key switch. They just get old. The first thing to check would be the source, which is the vacuum pump on the front of the engine. After that, you just need to trace vacuum backwards toward the shut-off valve. Also note: you may have noticed the shut-off valve had a small hook at the end of the rod which sticks into the fuel injection pump. If that rod isn't connected properly inside the pump, all the vacuum in the world won't turn that engine off.
