TCC Solenoid is your Torque Converter Clutch Solenoid. Theoriticaly it has nothing to do with emissions. However your PCM is programmed to keep your clutch unlocked when your engine is cold for better emissions (supposely). Sounds like B.S. but that's what your car is programed to do. Where your PCM is on your car probably depends on your year. Alot of Neons have TCC problems, this problem isn't uncommon.
