It is a quality car, has a large back seat, has tons of power and it is fairly cheap. Its a perfect police car.

Depends on what the function of the car within the police dept is.Dodge Charger with the Hemi is great for high speed pursuits. Chevy Impala is great for all around use. Hell, Montreal (Quebec) police use mini-vans as patrol vehicles.
It all depens on where the vehicle is being used. For a "city" force, and Impala is probably all they really need. For "Highway Patrol" the Dodge is probably the better choice.
Personally, I'd like to see a Police version of the GM Northstar V8 in the Cadillac Deville chassis (with a stiffer suspension) as the Northstar is a great engine.

I suppose that both are relatively competent, but if you have read Motor Trend recently, they had a head-to-head challenge of current police cars, the Impala, the Charger and the Crown Victoria, and it was ugly.

They had a Mitisbuishi Evo and a Mazda Miata simply outperform the police cars. It was really concerning. Of the two cars you posed, I would actually say the Impala would be the better choice, mainly because it is more in cognito. Where I am from, Impalas are probably the most common cars on the road, whereas Crown Victorias are the most common police car. I know for a fact that the Crown Victorias do not perform well and do not handle very well at all.

First we have to look at this issue, large-scale. Police cars have to have power because they have to chase the bad guys. The problem is that we have loaded police cars with so much gear that they become very heavy. Think, first there is the lighting and siren system, believe it or not, those are very heavy. Then there is the computer system and radio, this is really heavy not because the actual computer, camera and radio themselves, but because the batteries you have to have to run all of it. Then finally there’s the radar system which is also heavy and again, must be powered by a battery.

It was obvious a Mercedes-Benz or BMW Police car makes more sense. First, the price differential really isn’t as drastic as I would have thought; the BMW comes within $6,240 of the charger. Granted, the BMW is smaller in size, but who cares if a criminal is cramped? But the great thing about the BMW is the engine. First, it’s smaller, so more efficient on gas, which means it would be cheaper for Departments to maintain over time, even though the initial cost is more. Then, the engine is an Inline 6 cylinder, which means that it has a larger torque curve. So it has more torque available at high speeds and a quicker 0-60 acceleration.

Most importantly, though, is the suspension, it is vastly superior to the Dodge. If you have ever watched Extreme Police Videos, the cars can’t move as nimbly as they should be able to, the BMW can. And it can do it at high speeds. Given the nature of our roads, a smaller, more powerful car that can flexibly move through traffic makes more sense than a large car.

BMW has Police specific vehicles in their lineup which is good because when PDs buy American cars, they just get the “package” whereas BMW builds cars around the purpose of being a police car. It is my understanding that they are extraordinarily robust and have their suspension and engine compensated for the large amount of equipment they are required to carry. Perhaps BMWs are not practical for city use, but they make sense as Pursuit/Interceptors. As a final note, think about where BMWs are utilized as Police Interceptors…Germany on the Autobahn. If it is good enough for them on their roads, it must be more than capable on ours.
