The purpose of an exhaust gas recirculation (EGR) valve is to lightly dilute the combustion with exhaust gases to reduce NOx. If the valve is stuck shut, you will not notice the difference at idle since it is typically shut at idle anyway. yes it is possible.u check it by pulling out the egr valve and you shake it .if it rattles it is supposed to be good . but hey its only bout 2 or 3 bucks just replace it..Accessories for a 98 Jeep Cherokee?
check for a vacuum leak it will cause a high ideal.a bad egr wil cause an erratic idle more up and down if you shake it and it makes noise that means theirs a chunk of carbon that got stuck they are very easy to fix but cost a lil more than 3 dollars

I think the valve that's supposed to rattle is the PCV valve.A stuck IAC valve could cause a high idle.
