The purpose of an exhaust gas recirculation (EGR) valve is to lightly dilute the combustion with exhaust gases to reduce NOx. If the valve is stuck shut, you will not notice the difference at idle since it is typically shut at idle anyway. If it is stuck open, the deteriorated combustion mixture will most likely reduce the idle and give you an error message.
