Why does my 98 dodge neon stutter around 2500rpm in 2nd and 3rd gear.?

It doesn't do it every time. It feels like I am taking my foot off of the gas. It is a manual transmission.

Sometimes truck won't stay idle when i start?

Because not only is it a dogde, it's a neon. Punch a hole in the floor and drive with your feet. it will be easier that way
