performance: the GTi come with a turbo, the tC offers (or will offer) a turbo kit as a performance upgrade. the VW is a 2.0l turbo 4cyl while the tC has a 2.4l 4cyl

reliability is probably going to lean more towards the tC, since it is a Toyota after all. But, my VW has been very reliable for the most part, and VWs have a better bumper to bumper warranty.
GTi - 4 year / 50,000 mile warranty (bumper to bumper)
tC - 3 year / 36,000 mile warranty (bumper to bumper)
both have a 5 year / 60,000 mile power train warranty, but the VW comes with 4 years of roadside assistance included in the price!
Looks are really a personal preference, they both have a more rounded type of Japanese-ish styling, but the GTi still retains some Euro look to it. i like the styling of the GTi, it has that typical Volkswagen look and feel...the tC has more of a generic Japanese look. the quality of interior parts in the volkswagen is far superior to any japanese vehicle (other than say Lexus or Infiniti, but that's apples to oranges), and since that's what i'm looking at and touching the whole time i'm driving, i'd rather have less of the plastic look and feel.

Handling would probably lean more towards the tC, it's a little bit lighter (about 300 lbs) and a little bit lower to the ground (about 1/2 an inch). Volkswagen has always made a big deal about how well their sporty vehicles perform and handle, so i would take a guess and say the suspension on the GTi is probably more suited for spirited driving from stock.

i'm a big Volkswagen fan, so it's no suprise that i'd pick the GTi over the tC, but i worked for Toyota when the tC came out and i have been very impressed with the reliability and styling of it since day one.
Neither of those cars can fit your description. Unless you like ugly,slow,poor handling unreliable cars.

scion tc hands down. the japs build a way better car than vw does these days. vw are less dependable and cost more. if you dont believe me check out consumer reports.I have a 1994 Ford Explorer and I seem to be having an issue with the key ignition cylinder.?
You can make the tC faster, handle better, brake better, etc. but no ammount of aftermarket support will give the GTi the style that the Scion tC naturally has.I say go with the tC. It has more aftermarket support, and looks better out of the gate. Not to mention WAY better reliabilty.

reliability-hands down scion... vw quality is garbage (theyve owned the 3 lowest spots on reliability with jd power for the last 7 consecutive years) toyota is the leader, and the way things are looking, it will always be the leader.
looks-vw. They make great looking vehicles. The scion looks like it has the 'ground clearance' of a hummer!

Id personally choose neither. The vw handles well and has good performance, but the reliability issue would prevent me from even considering it. The Scion is much more reliable, but the car has a much too high roof line and the ground clearance is ridiculous.
I would go with the GTi, It comes stock with turbo..but as far as your description I would go with a bmw.
