You have a short in the wiring somewhere!there's a pinched wire somewhere in the system probably....if it's a hatchback.look at the area where the hinge meets the tailgate and pull back the rubber covering the wires...most likely the wire will be broken off and shorting out from excessive "bending" from opening the gate..same applies to a sedan and the trunk hinges.

i own a shop,and you have a dead short in it,probably in the switch its self,try doing this,remove the plug with the wires on it from the switch,and put a new fuse in,and take a small piece of wire and connect the two post in the plug,this should make the brake lights come on,and if the fuse don't blow its the switch that's bad,if it does blow,you,ll need to look back at the tail lights,and make sure there are no raw wires on anything,what its doing is going to ground on it somewhere,but finding it ,can be a real challenge,,there is also a small box on the left side tail light this is a relay unit for the rear lights ,make sure its not getting warm on it,if it is ,its bad,you should be able to narrow it down from this point ,the thing with electrical work is ,it takes 2 hours to find it ,and about one minute to repair it,good luck,i hope this helps.Tail lights on Mercury Mountaineer 2004?
If your vehicle has a third brake light, try removing the bulb, then replace the fuse and press the brakes.
