How do I remove ice from a 2002 Chevy Blazer's muffler/exhaust pipe?

You can do one of three things. Get a Hair dryer and put it on low temperature and melt the ice. Make sure there is no gas fumes. Another option is take a pointed object like a ice pick and poke a hole in the center of the ice. About a half inch. Once you do this you can start the car up and the exhaust will do the rest. Pour hot water over the exhaust tip is another option.

Does ne 1 know why the dash lights (speedometer, gas gauge, etc) wont turn off when the lights are off?

the safest way would be to use hot water. then run it so the water you use dries off so it does not happen again.
