Labor to remove and replace engine 1.5 hours max
Replace crank seal front and flywheel seal 2 hours max
Replace pushrod and valve cover seals 2 hours max
Labor to replace oil cooler seals 1 hour max
The flat rate for all the seals should be six hours for everything above.
So take you shop rate times six, add the parts cost and tax and you have an estimate.

Here in Texas the hourly rate is from $85/hr to &120/hr. Depends on what seals you are referring to. There are only 4 bolts plus electrical and carb linkage to deal with when pulling the whole engine and trans. Get those loose and just yank on the exhaust and out it comes. Just be sure to have a jack under it.
I have a 73 bug that is in excellent condition. I just had a tune up and the exhaust gasket and boots and a muffler put on and it was nearly $600. Hang on to the 64 and good luck.
