I dont think they mean the whole loom as wiring looms in cars are plugged in stages. If u know what part of the loom is at fault u can get a second hand part from a reputable breaker. As I dont Know what part of the loom is at fault it is hard to say if its the part or the labour thats more, chances are the whole dash has to be removed to access and repair the wiring.Honestly, I would advise you to visit a few auto electricians and see what they come up with and their cost to fix your car, dont forget, main dealers charge main dealers rates.
As your car is so new, and if it does turn out to be the loom, shop around and get the best quote from an auto electrician.
I Just had a thought, you could have it repaired free by Peugeot should it turn out to be a fault to your cars wiring loom as a result of the loom being damaged by it being routed near parts of your car like exhaust, heater control levers etc where it could wear the wiring out. Have you a friend who is mechanically and electrically minded on cars if so have him or her to have a good look over the loom but dont move anything if he or she finds that the wiring has been damaged by bad manufacturing. Call Peugeot UK direct and see if your car has had a recall or if anyone else has complained about the same prob, this is when your car can be recalled when lots of other owners of the same model of car complain or take their cars into the dealers with the same prob which could cause your car to go on fire.

One thing I will say is, I owned a 306 which when I called my local dealer and asked if there were any recalls outstanding on my car, I was informed that there was a recall on the wiring to the lights which was being chaffed which could have also caused a fire. Ok your car is only 4 years old, are you the origional owner? even if you are not if there is any recalls Peugeot should be able to contact you via the DVLA, but it is still a good idea to phone and ask your dealer if there has been any recalls on your car and if any are outstanding, I was lucky as I phoned myself otherwise I may not have found out.

Ps, I dont think I understood your question properly before I answered your question writing all this down, but keep your receipt if you have had the work done, so if it turns out to be a regular fault on all 307's then hopefully you should be refunded in full by Peugeot, so keep listening incase it turns out to be a recall.
Re the person who said an auto electrician could repair the loom and be cheaper, I agree with him, if it is burnt or broken wires he can repair or rejoin the broken wires, however the cause of the wiring fault will have to be diagnosed and put right first before repairing the wiring, otherwise you will get the same problem again but then this time you may not be so lucky, you could be driving on the motorway at night time, so its dark inside your car and you could be on the outside lane doing 70 mph without noticing that your car is about to burst into flames, think about it.

remove it and test the fan to be sure it is the fan that is broken
or take it to an automotive electric shop

If you mean the peugeot garage yes they will be expensive, they quoted be £700 for a SERVICE, I got it done for £100 somewhere elseits a piece of frog junk foisted on a gullible public... and they keep on coming... i can see teh gates of the factory from my house...its closed of course and soon to be a housing estate.

These cars are regarded as difficult to repair,That means that even simple jobs take time ,An auto electrician would have been able to repair the loom; After finding the fault and practically taking the car to pieces to get at it.But all this takes a great deal of time and a main dealer has a duty to do this job correctly.And time is money you see this on the bills.
As for the cars are crap ,I agree. Buy Japanese you can drive for years without any problems whatsoever. I do.
