My bro-in-law has a '93 Ford 150 w/ a V8, not sure what size though, and his fuel filter is located in the fuel line on the frame somewhere underneath the vehicle, probably around the seat area. It does take a special tool to release the clips that hold it on the line. I'm thinking he got the tool from an auto parts house like Autozone or O'Riellys.

Inside the frame channel with a bolt holding a strap around it to the frame. Its about the size of a large soup can. Theres a plastic tool for releasing the inlet and outlet lines shaped like a little pac man that goes around the line end and you push it in to release the retainer clip inside. Theres probably a metal tab at either end that you pry off first before using the tool. Then pull out the line. You dont need the tool to install the new one, just push it in until it clicks. Make sure the key is off or better yet disconnect the battery first. Watch for back pressure in the system from spraying in your eyes or sources of ingition to start a fire.
