The answer is yes but you risk frame damage and possible hitch failure. There is a reason that the manufactures have load limits for towing. Added to the fact that exceeding this limit can put you at serious risk of loss of control and or brake failure. CRV's are not designed for this. They are made to look nice and be reliable.

Id be scared to tow anything more than 500lbs with one, much less 1700. Definetly don't do it. Some vehicles you can fudge a little with (such as Jeep with a 4.0L engine, but they have a truck frame and 230 ft/lbs of torque). But don't even risk it with your crv. Just the thought is scary...
