Look in the manual book, I believe that is the turbo light, if it still stay on after your engine run more tha 3 minutes, you should bring your car to the dealer to check up the turbo trouble.I don't own one but my guess would be first it lights to show that it works. If you mean it is on while the car is running I would assume (because it is blue) blue equates to cold.

I had a 2001 Beetle...up until 2 months a go, I now have a 2007 Beetle convertible. The blue temp light comes on every time you start you car, but should go off after the car is warmed up.Its like on most cars there a temperature Gage... on Beetles the Blue light means the car is still cold...(heat wise) after a couple minutes the ligh will go off and you will have heat.
If the light is every red. you need to get it checked immediately.
But the Blue light. don't worry about it! Its normal!
