The starter solenoid is responsible for engaging the flywheel. Check your solenoid maybe it's engaging to far out.is it really stuck or staying engauged? stuck add a shim,if not maybe you have a short thats keeping the solenoid engauged. is it still engauged while motor is running? does it disengage when you shut it off? if still engaged after shutting off ,check to see if its wedged tight in groove of teeth , good sign of needing 1 or more shims. if its not maybe your solenoid is stuck.
You can try one or two more shims, but if it still does`nt fit I suggest you check the starter and make sure its correct.
Remove the starter and bench test it.
The gear on the starter should get pulled back in by the bendix spring after you remove the power.
If it does you need more shims.
