The electric fan shouldn't be turning when you first turn on the car. Most cars fans will only turn on when the engine is close to overheating. Some cars will actually have dual fans, one that runs when the engine is warm and another to turn on when the engine is overheating. You're fans are fine as long as they do turn on. The fan, like everything else is controlled by the PCM. It only comes on when the temperature reaches a certain point as shown by the coolant temperature sensor. If you suspect that the fan is bad, your first check is to use a jumper with a fuse in it to hook it directly to the battery. Checks of the coolant temperature sensor, wiring and fuses might even be needed. A quick way to check to see if the electric fan itself works is to turn on the A/C and see if the fan comes on, if it doesn't there is a problem. It should also come on periodically at when fully warmed up. If its not overheating or low on coolant I wouldn't worry about it.it should come on at a pre set temp somewere around 210 and 220 degrees
