I've just bought this SI hatchback. I'm completely lame when it comes to tuning. I just wanna know where to start. What upgrades can I do that aren't gonna cost me an arm and a leg.

If you don't think you're going to have a lot to spend on it in the near future, get a cold air intake (make sure you get a bypass valve if there's any chance of the car going through water up to its bottom), a nice high flow muffler on 2.25 inch pipe (get a muffler shop to custom build you a pipe that is as straight as possible or buy a kit online), and a header.Whining sound when stopping in my 1997 Chevy Monte Carlo?
If you ARE going to spend a lot on it in the future ($3000+) then consider your boosting options. That is best done by going to a car-specific forum and seeing what others have done. Hondas usually prefer turbos which would require a much bigger pipe and the kit would provide a different intake by design, which means it would be best to start with the turbo/intercooler at low boost if you just want to start out, following soon with 3 inch exhaust and a high-flow muffler.
Then you'd want to check again on the forum and find out what the weak points of that motor are (wrist pins, seals, camshaft, etc) and replace those internal components. That way you can get more boost with your already nice set up. At this point you'd probably want to upgrade your fuel delivery system (fuel pump, rail, injectors, etc) and your computer (onboard tuning or chip tuned to your car's specs, both are available) so that the car can adequately provide the fuel needed.

At this point you need to, before doing any serious racing, upgrade your brakes (calipers, rotors, pads, change fluid to DOT 5) and suspension (lower if you prefer, stiffer struts, better bushings, strut tower bar, anything else available). This is ABSOLOUTLEY CRITICAL as your car has to be able to handle itself and the factory components are not designed to handle the kind of power you'd be looking at at this point.

Depends on what you would like to do with the car. Will it be just a street car? Will you track it? Drag or road race? The first thing that I would do would be to sign up on some Honda forums like hondatech.com. Probobly start with the chip, get a computer that changes the computer on the car, but when you get to the point on spending a couple thousand dollors at a time get a turbo charger or a super or a pro charger, but if you do that you would be spending about 6,000 at a time so that won't work, go to www.rpmoutlet.com and see if they got hondas cause they migh, the site gives you a huge selection on parts and they discribe them and they tell you how much hp you will get from that part, also get some high proformence plugs and wires cause that can add about 10 hp on your car for very little money, but go to the site check it out.trade it in for the new si coupe
