1)Prevailing local labor rate
2) Size and make of your vehicle
3) Quality of the replacement parts ie: brand name
4) Do you need to replace any other accessories like bushings or mounts while replacing the struts

SO, yes it CAN be expensive, but the added safety and handling are a good reason to go ahead and get the work done. Shop around and find a mechanic that you want to work with or better yet ask a friend for some reccomendations.
