Two things on your question.1) the part that was installed comes with a warranty of 12 months or 12,000 miles, so if the switch was replaced within the last year or under 12,000 miles ago then its covered under the parts warranty for the part and installation.
2) if it is a legitmate failure of the ignition switch beyond that mileage, Honda would likely consider replacement under a "goodwill" gesture. Recalls are very sensitive areas and Honda is a very customer-centric company. If it is a legitimate failure of a previously replaced switch I doubt that Honda would deny you assistance. Your dealer can contact Honda on your behalf once they confirm it is the ignition switch.
you don't mention what the problem is with the car. The ignition switch failure usually resulted in the car cutting out while driving but starting right back up after you coasted to a stop. In some cases you would have to hold the key to the 'start' position to keep the engine running.

Typically not if the switch was replaced with a revised design that eliminated the fault which was the cause of the recall. If the new switch has the same fault as the original recall then they should replace it. Your best bet is to call the dealer and see what they have to say.
