the sensor (Neutral safety) that lets the ECU know the clutch is depressed is faulty or loose... it is located in the car by the clutch pedal

There is a switch near the clutch pedal that prevents starting unless pedal is pushed in. It could be loose or going bad. Should be 2 wires going to it. You could unplug it and run a short jumper wire and connect the 2 wires together, bypassing the switch. Easy and legal to do. Or get a new switch.
