hey man i hate to say it but everybody who just answered your question was a little bit or completely wrong,i am a volvo technican and we do not charge the customer to take the complete dash out of the vehicle at least not a volvo dealership that know what there doing and honestly it can be done within 1 hour maybe 2 depending how well you are mechanically skilled,we charge 2 to 3 hours to do it at the delearship but ill tell ya how to do it....it really takes us maybe about 30mins to complete the job,me myself around 20 to 30 mins. This is how its done1.pull down both front carpets from passanger and driver side starting from the firewall just enough to gain access to the black pieces of plastic on each side of the center console
2.grab the plastic and pull backwards to remove it from the tabs it secures onto.
3.now you should see the bottom of the heater core and probably coolant everywhere becuse its leaking,pull the black rubber evaporator drain that is in the middle right in front of the heater core and move it the side
4.take out the torx 25 or torx 30(depending on the model year) in between the two plastic humps on bottom of the heater core where the metal pipes for the heater core go into(prepare for a mess as the coolant will seep into the car if you dont catch it. and make sure you dont lose the o rings that are on the metal pipes,i reccomend you replace them anyways to prevent any more leaks in that area
5.ok there will be 1 torx 25 on each side of the heater core housing-drivers side is on the upper left side and passanger side is on the upper right side kinda hard to see
6.the 2 more screws...again one on each side of the heater core its a smaller screw i belive a torx 20 possibly torx15 directly on the side of the heater core remov these two screws and then grab the heater core firmly on bottom end both sides pull back and it will pop right out,you do kinda got to wiggle it and snake it out graduallly coming out flat with it insead of its normal upright postion when its in the vehicle ,take care though when installing the new one and take your time
7.and with the core out of the car you can remove the other half of it by the 4 screws on bottom of the core if you dont get the complete heater core with the plastic housing. It will come separate most of time
8.after you put the new one back to gether with the housing your ready to go back in just make sure you have those o rings in place/and just put it back together in reverse order on how i told you and you will be fine
9.DONT FORGET TO TOP UP YOUR COOLANT to the proper level

quite hard in fact. as a former volvo service advisor, i know it takes a trained tech 6-7 hours to do the job on the 95 model year 850. the problem is on the earlier models most of the bolts are different sizes and the entire dash assembly has to come out of the car. i would highly recommend to replace the a/c evaporator at the same time since it is in the same box. this will save you in the long run not having to do the job twice when the evaporator leaks (which they do).

fork is right , there're a pain in the a**, the dash has to come out .any other way , you risk breaking something. i used to work on volvos, now that they merged w/ ford it's a nightmare, if memory servs me correctly , it takes 6-8 hours , 4-6 if you're really good & experienced!Hi, I have done it many time's without removing the dash, its a tight squeeze but it can be done,just watch the new rad on the way back in it can be damaged easy,If your good with the tool's and not afraid of tight spots give it a try, Or else drop it to your Volvo dealer, even if they do it without removing the dash i bet they still charge for it,,, Good luck mate
felix is right. If it was an evap core the dash does have to come out but not with heater core.
