i own a shop and if worst comes to worst on this one try a small amount of heat on it,you shouldn't need it though the penetrating oil should have loosened it up but if do use heat on it,don't use much because it wont take much to loosen it,and also try a solid hammer, it wont hurt it to hit it a few times with a heavy hammer,this may jar it loose,good luck,with it hope this helps.You may need to heat them up with a torch.also be careful not to have any open containers of fuel or flammables close by.

could also try air ratchet at full blast, tighten, loosen, tighten, loosen, just to put shock through the threads to loosen up any rust.
