Yes it is perfectly legal and is called flat towing. RVers do it ALL the time. if I were you I would make sure he removes the drivelinebefore doing this simply putting the tranny into N will create problems.I own a shop, and I can tell you this; although it is legal to use a tow bar, there are many laws that apply to doing so. Each state has their own laws that apply, and if I were you I would map out my trip, and contact each state that you will be towing in. It may take a little while to get in contact with each state, but all states has their own websites now, and getting the information you need is pretty easy. Some laws that apply is; how the vehicle in tow has safety lights, rating of tow bar, safety chains, maximum speed allowed to tow, mirrors to see with, and tag on vehicle that is doing the towing. Even the brakes that are on the tow vehicle come into play. It is better to be safe than sorry.
