You have two pieces to this, normally it is a the vacuum acuator on the front axle, passenger side.

Normally if this system is maintained, you'll never have any problems out of it. Easy way to check, to see if it is working get the front end off the ground and on some jackstands. Then start the Jeep up and put it in 4WD, then try and spin the passenger side tire, the other tire should spin the opposite direction if the vacuum disconnect has locked into place.

You other option is to just remove the vacuum disconnect, nothing can fall out or come apart, so don't be scared about removing it. Then once it is off, either use a vacuum pump or actually suck on the one of the nipples (turn it upside down first if you suck on it, to remove any muddy water that could be in there). Applying vacuum on one nipple should move the fork one way, the other nipple should move it back, they should not bleed off vacuum or bleed vacuum into the other side.

Do you have lockers on the wheels? If so, you need to twist the hub on the front wheels to lock the 4x4 in.

Try to put it in neutral and shift it into 4x4. Then drive in reverse for a couple feet. Sometimes that will cause it to engage.

yes thats why they did away with vacum lockers. check the hoses srarting at diff and go up to transfer case and to reservoir tank and all the way to carb. if you havent already replaced hoses now would be a good time other wise you could be chasing cracks forever.the fact that light isnt coming on tell me eightheir no vacum to transfer or faulty switch. but with your wistle im leaning to vacum leak.

Sounds like the vacuum line is broken, torn, or missing. The vacuum line is on the passenger side of the axle should be coming off the top of the axle, follow that line (if its there) and make sure its attached correctly.

What you need is a Posi-Lok cable system. This replaces your vacuum line from your transferr case. Those vacuum systems are known for going out.
