A turbo is just the tubo that pumps the air in.
A turbo kit includes all of the parts you need to install it.
Buy the turbo kit, they are generally cheaper than buying the stuff piece by piece.

The kit comes with the gaskets, bolts and acessories that you'll need to install I a turbo. I'd suggest seeing a list, but on something like a turbo I'd always get the kit. Buying all the little stuff separately is costly and slow.A Turbo is a Turbocharger.
The turbo kit is everything you need with the Turbocharger so that your engine wont blow up. It usually includes the turbocharger, Cold air intake, air filter, a better radiater and more.
The turbo alone costs around $500 for a weak turbo. The kit costs $3000+.
I'm not sure I understand the question - are you asking if you "need" to install a turbo on a non-turbo vehicle? If that's the case - no.
Turbo kit term refers to an addition to an existing non-turbo engine which generally is a bad idea.
