Heating issue with a '97 dodge intrepid?

Leave it open, it is a bypass circuit for when the thermostat is closed before the engine warms up. I am assuming you are talking about the hole that is not visible when the pump is installed, if you are talking about the hole at the top center of the pump that you can see when the pump is installed it is for the heater. Some small blocks had an outlet on the top, front right side of the intake for the heater, so if yours has that outlet leave the plug in.

The small threaded hole in the pump is a female threaded hole where a threaded nipple is screwed in to provide coolant to your heater hose into the heater core. The exit to the heater core goes to the same type nipple to one of the four corners of the intake manifold with the same fitting as the water pump.
