How to remove broken ignition from 1998 dodge neon?

The only obvious difference that I'm aware of, is the '96 uses the plastic intake manifold, along with all the different fuel, air, and intake system layout, while the '95 uses the aluminum. Other differences are minor. The '95 uses two keys (one for the trunk, glove box, and inside trunk lock, the other for doors and ignition), while the '96 to current model years uses one. The transmission pan has a hump on the '96 model year, while the '95 doesn't. Those are the only differences I'm aware of.
