Is my engine locked up?

Question:
When I turn the key, the engine do not turn over. It clicks twice, like the starter is locked up. It was making a rattling sound when I was accelarating then it stop running. 99 Dodge Caravan.

First thing I'd check is the battery connections.
My wife drives a '96 Voyager and we've had issues with batteries on it.

After removing and cleaning the battery terminals and post, which by the way is free thus far, try starting it again.
