What would be the best way to give a '03 Civic a little better acceleration and speed maintance on hills?

I would like to use a low cost option, basically I am not putting down 4 grand on a turbo nor do I want nitro. I thought maybe a cold air intake, but before I put in the time and money I want to make sure it really is a good option.
